The role of the policy of information in the occurrence, expansion and solution of ethnic problems-in the level of Public Administration of Independent Azerbaijan (case of NK problem)

One of the most critical and long-lived ethnic conflicts appeared in the post Soviet area is a Nagorno – Karabakh problem. Nowadays, this conflict exceeded the bounds of a controversy among two nations and became a problem of the territories.

Undoubtedly, this conflict has both the similarities and differences with the other controversies took place in the post Soviet Union territory. Anyway, the mass communication media has had its unique effect on bringing out this conflict, its development, internationalization and involvement of more powers in this problem. As a whole, in our globalizing world the role of the mass information is huge if considering the fact of bringing and the way of bringing this topic to the public‘s notice. Moreover, the way of using information is very topical in worsening of the ethnic problems or providing positive effects on their solving.

At the end of the 20^th century the collapse of the Soviet Union and post socialist system   was a logical result of large geopolitical processes, which took place at a firm rate.  The scramble of political systems and ideologies facing with each other has created an absolutely new view of the world. It is well known, that these geopolitical changes brought the problems in economical, political and international spheres, and one of these problems is undoubtedly the ethnic issue. Unfortunately, this issue still exists, and now – at the end of 20^th century the process of resolving is placed in the world’s political spotlight.

It has to be mentioned, that at the end of the 20^th century the ethnic strives taking places in the Soviet area were mostly the planned political issues. If the incident is planned, that means, that it has a mastermind, moreover the planned processes are revealed to public with special methods and in a special way. In turn, the way of showing these processes can affect the rate of attracting attention of public in the future.

The ethnic conflict is a social process. And information plays a huge role in controlling the social processes.

While paying attention to the ethnic issues, including Nagorno- Karabakh issue, it can be easily seen that in all levels of formation of this process information affects a lot.

In other words, the parties tried to use information in their interests and take the informational majority at these levels:

-         The aims of the parties related to the issues are shown to the public using information, and these huge mass of people are made believe in these aims;

-         There has been made a try to form a definite social attitude toward the issue using information;

-         There has been made a try to internationalize  the issue using information;

-         There has been made  comments on the processes related to the aims of the parties using information;

In fact, there can be counted more situations alike. The aims we pursue consist of:

-         Which possibilities does information have for revealing the aims to the public;

-         What is the affection rate of these possibilities;

-         How these possibilities are used;

-         How to affect the development or the resolving of the ethnic issues by using information;

It specially has to be mentioned, that the parties used  information widely and effectively and used a special policy for increasing the effectiveness of information for the socializing the issue. The way and aims of using information and , in turn, studying the importance of the policies for this can help a lot for understanding the importance of the issue. The studying of this topic can be important in forecasting   the solution of the issue. Thus, by learning the important parts of the issue you can form a policy, related to the levels of the levels of the unsolved issue.

The executive summary

For studying the topic correctly and comprehensively there is a need to pay attention on its theoretical aspects

Nowadays information is one of the main means of the world politics and world diplomacy. And one of the ways providing the effectiveness of the politics and diplomacy is information.  It is more effective than physical power is considering its agility, ability to be used purposely, character, ability to attain the aims. It is possible to increase the affect on the   inner and outer audience, get more support for the proceeding politics with the information policy used effectively. The information that is correctly used has a huge power to utilize.

Depending on which aim is pursued, information can be more dangerous power than a tool for creation struggles. Looking through the history of any issue led to the human catastrophes we can see that information was extensively used in bringing out and developing the latest.

From this point of view  for providing the national security, it would be useful to study the security of information, the society and information, the effectiveness of information, social processes and information, the ethnic strives and information.

The scrutiny of the theoretical aspects of the issue would prepare a serious base for the exploration of the topic from the practical side.

The informational model of the Nagorno-Karabakh problem includes the aims, the essence , the form and means of presenting this problem to the public.

It is well-known that there are two parties of the ethnic conflict. That is why there at least two informational models of the conflict. In the other words, the parties involved in the ethnic conflict have and reveal their own and different views on the issue, the reasons of its existence and solutions related to their interests.

It has to be mentioned, that Nagorno-Karabakh issue has third informational model also. This is a model generated by the decisions of the international organizations, the points of view of the big countries’ leaders, the impartial experts and media. Though this model has a long shaping duration and was brought out with allusion, it is very important in creating a correct view for the solution of this problem.

As a whole, the model of Nagorno-Karabakh has walk through different levels. These levels are tightly bounded with the development levels of the issue itself.

There are two aspects of the informational model of the Nagorno- Karabakh conflict that can be mentioned:

Historical and Cultural aspects-The exploration of the historical and cultural reasons of the conflict

That is to say, the informational politics of the each party proves their historical ownership to the conflict zone.

Juridical aspect

This aspect considers the claims of the sides related to the territory and informational politics of the issue.

There were changes in the compound of the information presented to the society in some levels of the Nagorno-Karabakh issue. The variability of the information was related to the tactics of the latest. Thus, is the given information is not as effective as it was thought to its compound changes immediately and the information model of the conflict gets modified.  Just that very case was the result of presenting different versions for justifying the starting of the conflict. As an example we can show the following versions:  the wrong national politics of the leaders of the Soviet Union, the economical lagging of the Nagorno-Karabakh region, the need to assert the citizens of Nagorno-Karabakh more effectively, the impossibility for the two nations to live at the same territory. It is possible to study all these versions deeply during the research.

The ways of forming the informational model of the Nagorno-Karabakh issue, the struggle for the informational majority, the relations among the informational model of the conflict and the real situation, the exploration of the other issues and the summarizing of the other experiences in these spheres can be very helpful for understanding the development history both of  the Nagorno-Karabakh ethnic problems and the ethnic problems as a whole.

Actually, the ethnic conflict is quite a difficult process. That is why we can face different aspects related to the informational model during the extensive research. But, anyways, for getting a whole picture of the nowadays ethnic conflicts there is a need to a deep research of their informational models.

The informational politics is the most powerful facility of the politicians in aggravating or solving the ethnic problems.

The plan revealed for the exploration of the informational model of the Nagorno-Karabakh conflict is rough. The researches in this sphere can result in definite changes in that plan.

It has to be mentioned, that a number of records, explorations, researches, books have appeared related to the both Nagorno-Karabakh conflict and the other ethnic-regional conflicts as in the countries of the conflicts themselves and in the whole world. But there were not held explorations around the informational models, informational view, informational bases of Nagorno-Karabakh conflict and these conflicts as a whole. Nagorno-Karabakh problem has its special information base. Undoubtedly, there are analogical characteristics in the originations of the ethnic problems. Nevertheless, the geographical conditions, historical conditions, the possibilities of the parties involved in the conflict, the differences among the interested parties of the conflict reveal the different characteristics of any ethnic conflict.

From this point of view, Nagorno-Karabakh problem while having analogical features with the other ethnic conflicts, also has the different ones. And one of these different features is the specific information base of Nagorno-Karabakh conflict. Consequently, the detailed exploration of this problem can help to create a correct view of the conflict.
